This experience may have been gained in planning and development at a Local, State or Federal Government level or related fields such as environment, health and building or urban design. Job Description
Our client is Local Authority based in the home counties they are looking for a planning consultant, they have funding until January 2009. Where you will contribute to the work of the Development Control Team which seeks to provide effective control and monitoring of minerals and waste development, and of developments the County Council undertakes on its own behalf.

Duties will include:

• To provide pre-application advice and general planning advice to commercial companies, planning consultants and the public in relation to mineral working, waste disposal and the County Council’s own development.
• Upon receipt of planning applications, to identify the key aspects of the proposal and the need to refer to technical consultees and undertake the public notification procedures.
• In dealing with planning applications, to liaise with the technical consultees and the applicants on aspects of the application and respond positively and effectively to queries from the public. To assess the implications of proposals in the light of planning policy and government advice and to make recommendations on the proposal including, where appropriate, planning conditions which minimise the impact of development.
• To advise Members, applicants and the public on applications for Certificates of Lawful Use & Development and on proposals involving waste, giving particular regard (having consulted legal officers where appropriate), to planning law and procedures.
• To represent the Planning Authority as an expert planning witness at Public Inquiries and to assist Counsel in the presentation of cases at Inquiries. To prepare and submit written representations on behalf of the Council in respect of appeals handled in this way.
• To advise planning enforcement officers on matters of policy and the need for planning permission for unauthorised minerals and waste related development.
• To undertake other projects to meet the requirements of the Service plan.

My client has a need for an Urban Designer / Master Planner to join the North West team. Workload will include masterplans, design and access statements, area action plans and development frameworks. This will be a new capability and the candidate will be expected to win and manage new work as well as input to existing projects.

The candidate will report to the West Midlands or North West planning team leader but will also work closely with urban designers in other offices. This will be a regionwide role and work is likely to be drawn from across the Midlands and North of England.

My client is looking for someone with a proven track record in business development and project management. A degree in urban design or similar is preferred and an understanding of the planning system is essential. Ideally, they would like someone with consultancy experience of both planning and urban design.

The candidate must be self-motivated and dynamic, as they will be expected to be self-sufficient in terms of workload. In time, they may also be required to recruit and manage a team of staff.
